It commenced operations in its present form in January 2009 following the merger of two highly respected consultancies: Pacific Air & Environment and Holmes Air Sciences.

The emissions inventory group has completed major projects associated with the development of national inventories for the Australian Government and the OECD (funded by the Japanese Government), and has compiled facility inventories and web-based National Pollutant Inventory databases for a variety of large industrial operations, such as power stations and refineries.

PAEHolmes has also compiled regional emissions inventories for South East Queensland and the Greater Metropolitan Region in NSW (released November 2007). These large-scale, benchmark projects required the integration of environmental engineering and information technology skills at a high level and reflects PAE's unique capabilities in this field.

The company has completed a number of major traffic emissions assessment projects for large-scale roadworks including the Eastern Distributor and Cross City Tunnel in Sydney and the North South Bypass Tunnel, Brisbane Northern Link and Airport Link in Brisbane.
