David Cassidy - Chief Executive Officer

David Cassidy has over thirty years experience, locally and internationally, in varying executive roles, including board and managing director roles. His prior industry experience includes investment banking, media, services and technology.

Since commencing with Pacific Environment Limited, David and his executive team have successfully executed plans to develop the business to a stable platform for growth.

Jonathan Monaghan - Acting Chief Financial Officer

Jonathan is a fully qualified CA with over 15 years’ experience in financial management. Originally trained by Deloitte and since then has set up finance functions, systems, processes and administration, locally and internationally.

He is also experienced in ASX reporting and associated obligations and has a strong financial technical foundation making his experience for PEL’s current and future challenge very valuable. He also has excellent experience in taxation and success in sourcing and structuring facilities.

Chaim Kolominskas - General Manager PAEHolmes (QLD, SA, WA)

Chaim Kolominskas is the General Manager PAEHolmes’ Queensland, South Australian and Western Australian operations. He has over 10 years consulting experience, specialising in emissions estimation and reporting, eco-efficiency (i.e. water, energy and resource efficiency) and environmental management systems.

In his managerial role, Chaim is responsible for the financial and technical output of each office and works on a day-to-day basis with the office managers to ensure all projects are running to schedule. He also provides assistance to projects requiring his technical expertise. He maintains the engineering focus of the groups and ensures that his team delivers high quality work that meets the approval of both our clients and the regulators.

During the formative years of developing our Emission Estimation group, Chaim was involved in developing technical guidance documents that underpinned national policy on behalf of the Commonwealth Government for use in high profile international programs. During this period, he developed a technical guidance document in emissions estimation for the Organisation for Economic Cooperation and Development (OECD), and published numerous other papers in the field of emissions estimation. Based on his experience, he was selected as a member of The Australian Greenhouse Office’s first Panel of Independent Emissions Verifiers and the New South Wales Greenhouse Gas Abatement Scheme panel of auditors. Chaim has significant experience in developing and auditing environmental management systems and is an RABQSA accredited Principal Environmental Auditor.

Chaim’s academic training is in Chemical Engineering from the University of Queensland and he holds a Masters’ Degree from the International Institute for Industrial Environmental Economics, Lund University (Sweden).

Damon Roddis - General Manager PAEHolmes (NSW)

Damon has extensive experience in the field of environmental science, specialising in air quality and carbon management issues.

Damon has completed many greenhouse gas quantification and assessment projects, including quantification of direct and indirect emissions from several coal mining operations using Internationally recognised protocols. He provides guidance and advice on the various (voluntary and mandatory) State, National and International schemes and requirements relating to carbon offsetting and carbon credits.

He has acted as an auditor under the NSW Greenhouse Gas Abatement Scheme (GGAS) and Energy Savers Scheme (ESS), and has conducted NSW Greenhouse Abatement Certificate (NGAC) and Energy Saving Certificate (ESC) creation audits for a variety of abatement activities. These have included waste mine gas power generation (Envirogen), coal fired power station optimisation (Tarong Energy, Stanwell Power) and shower head replacement schemes.

Damon has assisted several clients (Exide Technologies, SAMI bitumen) in establishing their liabilities and reporting requirements under the National Greenhouse and Energy Reporting Scheme (NGERS).

Matt Scholl - General Manager Products and Services

Matt is an experienced project manager, environmental consultant and solutions provider to a range of industries including mining, oil & gas, chemicals, refining, smelting, and power generation.

He has over 12 years experience working on projects covering key aspects of air quality and greenhouse gas management including monitoring, modelling, environmental impact, dust and odour assessments. He has also advised environmental regulators on the development of emissions inventories and reporting programs. Matt is adept at managing multiple stakeholder relationships and applies his technical skills to understand our clients' business requirements and clearly communicate complex technical solutions to meet their needs.

David Arbuckle - Founder/General Manager of newEQ

David has 15 years experience in the measurement of emissions and air quality.

He has extensive hands-on experience with the testing and analysis of emissions and has worked on a wide range of industrial, mining and public utility facilities throughout Australia and offshore. He has received specialist training in testing methods in the US and Europe, and regularly updates his skills via continuing training workshops in the US.

David continues to manage and grow the newEQ business, providing a strong focus on technical quality and business integrity.

Jean Vincent - Administration Director

Jean has an excellent track record in managing all aspects of administration and finance for all PEL business units. She has helped develop most aspects of administrative and financial processes around PEL’s businesses to date and has also built and excellent team around her for support.
