Our Founders

Robin Ormerod

Robin is a co-founder of PEL and of PEL’s foundation consultancy, Pacific Air & Environment (PAE), which now operates as PAEHolmes. He is one of Australia’s leading figures in air quality consulting.

An Executive Director of PEL, Robin maintains an active role in the company's consulting, knowledge management and business development activities. He brings to the Board a sound understanding of scientific, practical and competitive issues affecting the business.

Robin has over 30 years’ consulting experience in air quality, meteorology and noise, following a period in climate research. He has worked on many hundreds of projects for a broad range of industries in Australia and overseas, and has contributed to significant public policy projects relating to greenhouse emissions and air quality. He has extensive teaching and expert witness experience and has led many innovations in the practice of air quality and odour assessment.

Robin is the convenor of the Modelling Special Interest Group within the Clean Air Society of Australia & New Zealand (CASANZ), co-ordinating knowledge transfer among air quality modelling specialists. He has also served as convenor of the CASANZ Odour Special Interest Group, concerned with the impacts and control of industrial and agricultural odour emissions. He has chaired international conferences and workshops and has served on scientific and organising committees of international conferences. He received the CASANZ Distinguished Service Medal in 2004. Robin is the only practising air quality consultant in Australia who is a Certified Consulting Meteorologist, accredited by the American Meteorological Society.

 

Kristin Zeise

Kristin co-founded PEL and was also the co-founder of Pacific Air & Environment in 1995. She continues to provide consulting and business development input to the consulting units of PEL. She has 28 years of experience in air quality consulting, especially in inventory development, emissions estimation and greenhouse gas assessment.

Since arriving in Australia from California in 1990, Kristin has completed a number of high level assignments for environmental protection agencies in NSW and Queensland, national environmental reporting bodies such as the National Pollution Inventory, and global organisations such as OECD. These projects helped shape the technical content of regulatory programs.

Kristin has also completed hundreds of assignments for clients in the private sector, assisting with meeting regulatory obligations around emissions reporting and air quality impacts. In addition to her experience in Australia and New Zealand, Kristin has also worked in South East Asia and began her career in the USA.

Kristin’s technical knowledge is combined with excellent business development and team co-ordination skills, which she continues to apply for the benefit of the PEL consulting group.

Jean Vincent

Jean co-founded Pacific Air & Environment along with Robin Ormerod and Kristin Zeise, and played an integral part in the company's development, developing a well structured and efficient administrative system. As Administration Manager of PAE she developed a detailed knowledge of financial, project and staff management issues in the company.

Jean is now Administration Director of PEL, reporting to the CFO and CEO.

 

Nigel Holmes PhD

Nigel Holmes founded Holmes Air Sciences in 1988. He is recognised as a leader in the field of atmospheric sciences. He has been involved in atmospheric research, teaching and consulting for the past 30 years and is now retired from PAEHolmes.

From 1996 to 1998, Nigel was chair of the Modelling Special Interest Group of the Clean Air Society of Australia and New Zealand, which is the association of professionals working in the field of air quality. He is a member of the National Environment Protection Measure’s Peer Review Committee which is determining the protocols for measuring air quality in Australia. Nigel has a BSc (Hons.) and a PhD in Physics awarded by Adelaide University in 1972.

 

Kerry Holmes PhD

Kerry Holmes joined Holmes Air Sciences in 1990 as a principal and director, bringing to the firm a background in chemistry and health sciences. Until her retirement from PAEHolmes in 2011, she worked on numerous projects throughout Australia and in South East Asia.

Kerry has an in-depth knowledge of air quality issues in the transport sector as well as odour assessment. Kerry is a past president of the NSW/ACT Branch of the Clean Air Society of Australia & New Zealand, and in this capacity encouraged scientific debate in Australia on fine particles in the atmosphere, a significant issue for roadway tunnels. Kerry has an honours degree from the University of Adelaide and a PhD in chemistry from Lancaster University (1976).

 

Dr Roger Drew

Dr. Drew founded Toxikos and is a recognised national and international expert in toxicology and health based risk assessments. He is the only consultant toxicologist in Australia who has certification with the American Board of Toxicology. He has over 30 years experience in toxicological research, interpretation of toxicological data and health based risk assessment. He has been a toxicology consultant to Federal and State Health Authorities, was appointed to several standing chemic expert committees constituted for regulatory assessment of chemicals and an invited member of many expert task groups of the WHO for the International Programme on Chemical Safety. He is Adjunct Professor in Biochemical Toxicology at RMIT.

Dr Drew has applied in-depth health based risk assessment for establishing safe public and occupational exposure limits for chemicals, and for evaluating the impact of chemical contaminants in soil, groundwater and air on human and ecological health.

 

John Frangos

John was a director of Toxikos when it became one of the founding PEL companies. He is a consultant toxicologist with ecotoxicology skills and experience in air, land and water human health and ecological risk assessment. John has acted as an expert in toxicology, risk assessment and chemical control laws in Australia and New Zealand. He specializes in identifying, reviewing and critically evaluating complex toxicological data using the latest scientific methods and information to pragmatically advise risk managers.

 

David Arbuckle

David founded New Environmental Quality (newEQ), a company dedicated to emissions measurement and air quality monitoring, in 2006. He has 15 years experience in the measurement of emissions and air quality.

David has extensive hands-on experience with the testing and analysis of emissions and has worked on a wide range of industrial, mining and public utility facilities throughout Australia and offshore. He has received specialist training in testing methods in the US and Europe, and regularly updates his skills via continuing training workshops in the US.

David continues to manage and grow the newEQ business, providing a strong focus on technical quality and business integrity.
